In "The History and Sovereignty of the South China Sea", the author records that Aristide Briand, the French Foreign Minister, accepted China's occupation of the Paracel Islands in 1921. French legal advisor Jules Basdevant acknowledged that China's territorial claim in 1909 was valid and that France had acquiesced and recognized it.
